FCC Head Proposes Abandoning Obama-Era Net Neutrality Rules

Thanks to the repeal of net neutrality, the average internet user is likely to see their broadband access become more expensive, with their browsing experience likely slowing. It is expected to pass, with Republicans controlling three of the commission's five seats.

Under Pai's plan - called the "The Restoring Internet Freedom Order" - the federal government will "stop micromanaging the Internet".

Washington, Nov 21 The top USA telecom regulator unveiled a formal plan today to roll back the "net neutrality" rules adopted in 2015 aimed at treating all online traffic equally. FCC chairman Ajit Pai put forward the proposal, which will be taken up in December 14 vote, as a signature piece of his deregulation agenda.

The new FCC may not be a fan of net neutrality rules, but Pai is expecting to face strong fight from the public.


Former Democratic FCC chairman Tom Wheeler, who drafted the 2015 net neutrality rules, told The Washington Post "if you like your cable company, you'll love what this does for the Internet". But regulators, consumer advocates and internet companies were concerned about what broadband companies could do with their power as the pathway to the internet — blocking or slowing down apps that rival their own services, for example. In a statement earlier this year, Pai described net neutrality rules as creating a regulatory burden that stifled innovation and hurt businesses, saying he wanted to "return to the Clinton-era light-touch framework that has proven to be successful". In the same way, numerous signature companies in Silicon Valley think the internet should be open to all on an equal basis.

Pai's full proposal will be released on 22 November, a day before the Thanksgiving holiday in the US. "Instead, the FCC would simply require internet service providers to be transparent about their practices so that consumers can buy the service plan that's best for them". Should AT&T's acquisition of Time Warner be allowed to close, a repeal of the FCC's net neutrality rules could give the telecom giant greater power to flex its new content properties in different ways, according to some analysts.

"You need only look to how privacy policies from websites allow essentially any and all bad behavior", Wood said, "so long as it is disclosed to users". Those who criticize the rules say undoing them is good for investment in broadband networks. While tech companies such as Google and Amazon support the rules claiming that without them, broadband will regulate the content received by the consumers, broadband feels that the regulations hold their business at ransom.

The proposal "represents the end of net neutrality as we know it and defies the will of millions of Americans", the group said in a statement.
