South Korean President Moon Jae-in delivers his speech on the 2018 budget bill during a plenary session at the National Assembly in Seoul South Korea

During Saturday's summit, Moon and Xi also agreed to quickly normalise bilateral exchanges in all sectors, reiterating an agreement announced last month to end a year-long standoff over the deployment of a United States anti-missile system.

And on the sidelines, President Moon is expected to have a bilateral summit with his Chinese counterpart, Xi Jinping.

The two last met in Berlin in July before the Group of 20 summit in Hamburg, Germany.

The People's Daily, an official newspaper of the Chinese Communist Party, quoted Xi as saying in the Saturday summit in Vietnam that China and South Korea are inseparable neighbors in a cooperative partnership.

The Moon-Xi meeting came after months of dispute caused by China's protest against the deployment of the THAAD missile defense system in South Korea. The leaders have agreed to hold a bilateral summit on the sidelines of the APEC forum, scheduled to end Saturday.

At the end of last month, the two countries put bilateral ties back on track after a yearlong standoff over the deployment of the USA -led Terminal High Altitude Area Defense (Thaad) battery in Korea, and the recent summit further cements the normalization of relations.

Efforts to boost exchanges between their people will include simplifying Seoul's visa issuance procedure for Indonesian tourists to South Korea.

By agreeing on Moon's visit to Beijing in December, the first step is now seen as having been achieved. "South Korea must expand its imports of agricultural goods or resources from Asean countries in the future", he said.

Xi noted his meeting with the South Korean leader marked a turnaround in South Korea-China relations.

On Sunday, Moon will head to Manila for the East Asia Summit.
