"The military and first responders, despite no electric, roads, phones etc., have done an wonderful job. Big water, ocean water", he said of Puerto Rico, for viewers not in the know.

A sign that reads in spanish, Playita (neighborhood), need water and food, SOS, is seen Baldorioty de Castro highway, in San Juan, Puerto Rico, on Sept 30, 2017.

Trump launched his personal attack on Mayor Carmen Yulín Cruz via a morning tweetstorm from his golf resort at Bedminster, N.J., where he is spending the weekend.

"They need food, they need water, clothing, so we're doing this for Puerto Rico", he said.

Cruz, who has personally assisted rescue missions, had responded on Saturday that the focus should be on saving lives.

"Such poor leadership ability by the Mayor of San Juan, and others in Puerto Rico, who are not able to get their workers to help", Trump wrote on Twitter from his New Jersey golf club.

Mr Trump said Puerto Rico was "totally unable" to handle the catastrophe on its own.

Both Long and another administration official, Office of Management and Budget Director Mick Mulvaney, renewed criticism Sunday of Cruz, saying she has not cooperated sufficiently with federal officials.

Cruz had told media on Friday that if Trump does not ramp up relief efforts, Puerto Rico could see "something close to a genocide". "I am begging, begging anyone that can hear us to save us from dying".

Mr Trump is set to visit the island on Tuesday. Members tell Newswatch 16 that collecting the items has been giving them peace of mind as they worry about their loved ones in Puerto Rico.

Celebs like John Legend and Lady Gaga took to Twitter to criticize the President and show their support for Puerto Rico. "We must do more", said Rep. Carlos Curbelo (R-FL), whose district covers the Florida Keys, which were devastated by Hurricane Irma.

"I'm in shock. I can't believe I'm not seeing more of a military response", Torres said.

"It was very painful being far away from them", she said.

Mayor Cruz said her goal was to save lives without getting distracted by anything else. Cruz says that "if he asks to meet with me, of course I would meet with him".

"When you are drinking from a creek, it's not a "good-news" story". It is unclear if he was praising first responders again or others in the US territory.

Elaine Duke made the comments upon landing in San Juan.

According to a release from the Pennsylvania National Guard, the crew and the helicopters will fly a number of missions over the next few days on the way to Puerto Rico.

Duke is likely to visit the US island territory to see the recovery effort next Tuesday, along with President Trump.
