Budget office set to release report on House GOP health bill

Opponents say, although Republicans have expanded access to their health care discussions, their initial decision to name an all-male roster raises red flags.

"Moving from an opposition party to a governing party comes with growing pains", said House Speaker Paul D. Ryan, R-Wis., who knows a little something about taking the blame for health care: After Republicans pulled this bill, Fox News host Jeanine Pirro said Ryan should resign - just before Trump tweeted his followers should watch her show.

Senate Republicans, likewise, were able to state their position - although the governor, a Democrat, and Senate Republicans have been working together on a plan since the regular legislative session ended.

So-called bathroom bills have stalled in other Republican-controlled states, including Kansas, where House lawmakers this week refused to debate the measure.

In the final days of the Legislature, SB 2078 - a bill regarding school hazard and emergency preparedness plans - became the main vehicle for the "bathroom bill", which has been a major sticking point between House and Senate leaders throughout the 140-day session. People with medical conditions would face "extremely high premiums", despite the additional funding added to the measure to help them obtain coverage under the GOP bill, CBO said.

The Texas Senate, hoping to resurrect its versions of bathroom and property tax proposals dear to Lt. Gov.

The House narrowly approved its measure with only Republican votes on May 4 after several embarrassing setbacks.

In taking a Republican-only approach to healthcare and taxes, McConnell said of Democrats, "They're not interested in doing what we're interested in doing".

The House's bathroom bill rules passed on Sunday were also attached to a separate bill from the Senate, the original author of which has said they are "too watered down". Because they can not expect any Democratic support and have a razor-thin majority, they must devise legislation that appeals not only to the most conservative senators but also does not drive off many Republican moderates. That would fulfill a chief goal for many Republicans. This is a cold-hearted budget cut masquerading as health reform.

Health care legislation passed by House Republicans earlier this month would reduce the federal deficit by $119 billion over the next 10 years.

To better understand what he means by this, let's rewind to March, when Republicans failed to get enough votes for their first version of the health-care bill and had to cancel a high-profile vote. The agency estimated that about one-sixth of the population - more than 50 million people - live in states that would make substantial changes under the waivers.

The budget office projected that premiums in those states would be lower for healthy people than under current law because their coverage would be narrower, but did not estimate an amount.

"Over time, it would become more hard for less healthy people (including people with preexisting medical conditions) in those states to purchase insurance because their premiums would continue to increase rapidly", CBO said. Premiums would rise by an average of about 20 percent in 2018, CBO said.

The report said that under Obama's law, the nation's health insurance market is expected to remain "stable in most areas" because federal subsidies to millions of consumers largely rise with premiums.
